"The power, then, that parents have over their children arises from that duty which is incumbent on them, to take care of their offspring during the imperfect state of childhood. All human beings are born free and rational. They just can't control themselves until they reach an age of maturity and that is why parental power is necessary over children. "Thus we are born free, as we are born rational; not that we have actually the exercise of either age, that brings one, brings with it the other too. And thus we see how natural freedom and subjection to parents may consist together, and are both founded on the same principle." (pg. 4) Locke believes that the once children learn from their parents then they have the skills to go off on their own and excel within nature and society. If someone never learns the laws of nature from their parents then they must learn them on their own or from an outside source. So if they are not capable of learning them on their own some people may take longer then the age of twenty-one to reach adult maturity.


Parenting to Locke is not a monarchy but a rather shared equality between the father and mother. Parents have to overrule the bad choices that their children might make, including self-regarding actions and physical actions. Locke also believes that parents have to refrain from taking advantage of their child's weak mind and not exploiting or abusing them. Parents however do not have absolute control over their child but rather guidance over them with partial control. "And yet possibly it may not be amiss to offer new ones, when the old are apt to lead men into mistakes, as this of paternal power probably has done, which seems so to place the power of parents over their children wholly in the father, as if the mother had no share in it; whereas if we consult reason or revelation, we shall find she hath an equal title. This may give one reason to ask, whether this might not be more properly called parental power?"
