Chapter 6 What's wrong with our schools?


Milton Friedman starts this chapter describing the school system in the past. He tells the reader that when the schools were voluntary and schools were private, education was fine. Nowadays in the elementary and secondary level, Friedman says that the quality of our schools vary tremendously. This, plus the gradual transition of power from parents to professional school authorities have caused a decline in the quality of graduated students. The process of centralization and school bureaucracies has resulted in larger classes, a reduction in the ability of the consumer to choose, and an increase in the power of producers (i.e. teachers, administrators). To solve this problem Friedman wants to introduce a voucher/ coupon system. Under this plan, parents would be given vouchers equivalent to what typically is paid now to support one child for one year in the school. These vouchers could be spent at any school of the parents' choice or wherever their parents felt their children might receive the best education. By enforcing the voucher system, the power transfers back to the consumers (i.e. parents and students). Because the schools would want to attract the parents to spend their vouchers at their school, the schools would have to offer better teachers and create a better reputation. This system would also get parents actively involved in their child's education.


Though this system seems to be flawless, there are 7 major problems that this program faces. The 7 problems are the following the church state issue, financial cost, the possibility of fraud, the racial issue, the economic class issue, doubts about new schools and the impact on public schools. The first is the church state issue. The Supreme Court has ruled that the state cannot provide assistance to parents who send their children to parochial schools. Since this is a law what would happen when parents use the state vouchers to send their children to catholic schools? Friedman solves this problem by emphasizing that vouchers would go to parents not to the school. He counters this problem by saying that welfare can be given to church collections and the government doesn't seem to mind. With all of the other problems he gives a counter argument or solution, (i.e. the possibility of fraud is minimized by only allowing vouchers to be spent in an approved school and could only be redeemed for cash at those schools.)Friedman has applied this situation only to the American school system. Many problems that arise in the states are usually transmitted to Canada. In this case, Canada has the same problems, however, unlike the states the Canadian government has offered a tax back for private schools "The tax credit will remain $700 for another year, or 10% of the first $7,000 in school tuition fees. " This tax back has encouraged parents as well as students to consider private schools. This encourages competition and schools are forced to perform better creating an enhanced student environment. An example of school bureaucracy would be the 18 school strike, which postponed school starting. This clear example of teachers and administration worrying about themselves lowered the quality of student life and activities that year.


Personally I agree with Friedman on this issue. He is determined to make the 'small guys' become the 'average guys' and the 'big guys' become the 'average guys. By encouraging competition and involving parents, students will aspire to improve. Write your Free to choose chapter 6 research paper
